From Periodic Base Planning To Decision Support Systems

Base planning has not kept pace with evolving threats including those posed by AI and open source intelligence. Public, long-term capital plans often disregard the increasing importance of secure missions as well as the unique day-to-day needs of our most valuable resource, the extraordinary people of the Department. By erroneously conflating the built environment with mission, planning remains overly concerned with single-purpose facilities that are too expensive to recapitalize, too inflexible for evolving warfighter requirements, and too transparent to our adversaries. It must refocus from periodic reports to decision support systems that continuously help leaders determine the best use of limited resources that flexibly aid the Joint Force in achieving the outcomes they fight for.
